1231v3 or 1241v3. Same thing, except the 1241 has a higher clock speed.

Ok, so will it perform well in games (like the 4790k) and will it do better then the current FX 8350 that I have (4.8 GHz)

The CPUs mentioned are not equal to the 4790. The 4790 has a base clock of 4GHz and a turbo frequency of 4.4GHz, while the E3-1241 v3 for example has a base clock of 3.5GHz and a turbo frequency of 3.9GHz.

Basically anything Intel that like a i5 or higher kills FX 8350 (Maybe not everything but alot of thing)

The 4790K is slightly better all round, but the GPU is still going to be the limiting factor in games with the 1241 or 1231. Both will do better than the 8350 in games and multithreaded applications.

In games, sure. But an 8350 will still outperform a lot, if not all i5s in programs that use multiple cores/threads well.

The 4790K can only go to 4.0GHz on every core, but up to 4.4GHz on one core. (4.4GHz on every core with the stock cooler would cause major problems)

Yes, that's what the max turbo frequency refers to.
