Hey have been thinking about working out for a while now and thought I should start. So apart from the correct dietary lifestyle what would be a good start for a workout routine? I was thinking mainly torso as I cycle a lot or would that burn off too many gains? I'm quite skinny right now as well.

There are as many workout routines as there are types of laptops and hardware components, so it's hard to be specific.

 

For a very basic, effective bodybuilding routine, check out StrongLifts 5x5.

In order to experience significant gains, you will have to run a caloric surplus and consume adequate protein.

 

If you'd like to juice up StrongLifts a bit, add sets of Barbell Curls, Tricep Curls, and Pull-ups/Chin-ups. These are also upper body exercises which you seemed to like.

im no expert so maybe not that helpfull but heres my deal: i do what i call the caveman diet meaning that im only eating things they had back then. mostly chicken, fruits and vegetables. no bread no milk no sweets. as far as working out goes dont have a clue about any technique whatsoever i just run about 5 kilometers every other day and lift some not too heavy weights i got at home every days until my arms really start hurting to the point where i cant take it no more. but then again im not into gettin super buff i just dont want to fall back into being chubby

Working out is one of the most important things you can do in you life. It's very good that you started in this age. However most of us started working out at that age but a few of us are still working out. My advise is to commit to work out for the rest of your life (even if that's a simple 10 minute walk around the block)
 

Getting that out of the way, my suggestion is to start bodybuilding and strength exercises combined with functional exercises like yoga and pilates. 

First of all you don't need to start going to the gym, just start doing different variations of pull ups and push ups, sprinting (bike/running), jumping and squating. 
Finally you need to realise that if you are not gaining weight your simply don't eat enough. Protein is very important but you also need carbs to gain some muscle. Brown rice and baked potatoes are great to help you gain weight. Greek yogurt, red meat and beans are also your friends when it comes to building muscle. 

Since you're 17 years old, you will build muscle fairely easily if you eat enough food. (You might be surprised how much you need to eat to gain weight. You need A LOT of food)

the best thing you can do is find a way to make it a routine.
we can all sit here for hours and hours constructing the ideal routines for maximum gains but it will all be for naught if you don't stick to them. find a way to make it a routine.
myself I've accidentally found a routine and it started with oddly translating a youtube channel. the channel uploads daily at a set time each night so I fell into a routine where I rollerblade for 1-2 hours before the new vid gets released. come back, translate, stretch then bed. so far its only been a month of going every night but I've progressed from being a stiff arms in front zombie skater to a much more relaxed fluid skater and nearly quadrupled the range I can skate limited only by finding roads that I can skate on that won't shake loose my teeth.

either way this weird little tiny EXTERNAL to myself thing has set my schedule. find a way to make it part of your schedule and stick to it.
