Dropping frames in GTA V while driving

It's definitely not your HDD, I run on a 5400 rpm HDD and I get 60 fps easily, if you're using the most recent DLC (ill gotten gains pt 2) there are frame rate issues, this has been noticed by rockstar and they plan to patch it

My setup:

 

 

Motherboard: ASUS H971-PLUS

Cpu: Intel core i3 4150 

Storage: 128gb adata ssd, 1tb WD BLUE

Graphics: AMD R9 270x

Power supply: 600w

 

When I play GTA V on medium-high settiings, I get around 60fps and it looks great. I never drop frames even when I am on a massive killing spree, blowing up a lot of things, etc. But when I start to drive, even very slowly I drop to around 15-25 fps. I have heard that other people have had this issue and I should just update my drivers. At this time, there doesn't seem to be any driver updates. The only reason I can think of is that GTA is on my 7200rpm hard drive and not an ssd. Thanks!

Only thing I could think of is the CPU. i3s are great for low end gaming but remember GTA v is a demanding game. It surely isn't the GPU and many people have GTA v on HDDS. But I doubt it's that. Someone above me mentioned FPS issues with the latest update so it'll get fixed soon I bet,

GTA V is a very demanding game and it requires a fairly good CPU to run it at a constant 60 FPS. I had a i5-3570K and crossfired R9-280x's and it would still drop frames down to around 30 when I drove around... Once I upgraded my CPU to a i7-4790K I was at a steady 60 FPS.

so what you're saying is your 3570k was a bottleneck,  I was under the impression that there was very little difference in speed between the two processors.

Games generally don't rely on the storage's performance for anything else but the loading times. Some games like this one do depends on it as they need to load huge texture packs due to the open world nature of the game. Usually modern HDDs can handle such things but problems with the drive can cause such problems.
Although the game is known to have these problems, I would check the drive's health just to be on the safe side that your data is safe. Each manufacturer has a tool provided on their website that is most familiar with the drive's firmware so I'd recommend using that (for WD drives that would be WD Data Lifeguard Diagnostic tool: http://products.wdc.com/support/kb.ashx?id=pJRewA

No the i5-3570K is at speeds up to 3.8 while the i7-4790K starts at 4.0 and goes up to 4.4 at stock, also it has 8 threads and 4 cores while the i5 only has 4 threads and 4 cores. Plus it's just made better.

Yeah they made a good optimized game for GPU's but it's not very well optimized for CPU's... I have lost almost all faith in Rockstar because of the GTA V release... I mean come on, they had 2 years to work out the bugs plus they worked on it before the console release as well and it was still buggy as hell.

They have already patched it, patch was released 2/3 days ago. And I don't think his issues are the issues that were introduced with that update.
