Make sure your computer is up to date. Search for "Windows Update" and install all of the important updates. I had to do this for my laptop (which had infrequent use and therefore updates) before it showed up.

Actually, I just checked and you may need to update to Windows 8.1 to receive the notification.

 

Microsoft is making Windows 10 available as free upgrade for qualified Windows 7, Windows 8.1, and Windows Phone 8.1 devices. It will be available starting July 29, 2015; people can reserve their free upgrade today.

It clearly states that it's available for Windows 7 and 8.1, provided they are updated, genuine and the PC is compatible. 

 

I have the Update on my Windows 8.1 laptop, and my sister has it on her Windows 7 laptop, but I don't have it on my Windows 7 PC. I think it's a matter of Microsoft not being able to confirm if the PC is compatible. I've seen the same issue on custom PCs running Windows 8.1, but every laptop I've seen has got the update. 

 

The notification for upgrading will turn up on every machine running Windows 7 and 8.1 once it is released, but you won't get the update instantly if you didn't reserve, you'll get it in another batch.

Based on this review on Amazon I would say yes.

 

Getting used to Windows 8.1 took a little bit of time. Not sure why all the Win 8 machines don't come with 8.1 installed and that is left up to the end user.

 

Is there any messages associated with the failure? It is a large download.
