I am located in the US,  Specs are in my signature,  and for a budget I would be willing to be a GTX 980 Ti G1 Gaming if that's what I need to play games at max or close to max settings at 60+ FPS at 1080p.

I don't really want to go radeon,  Would rather go with one of the 9xx series cards.

then 970 is the card to go but are you sure because the r9 390 is slightly faster at the same price and it has 8GB of ram while the 970 has 3.5GB of ram at the advertised speed

YH for SURE a 970, will crush anything you play at 1080. Plus its a really efficent card so your psu could handle two in the long run.

I would go with the Gigabyte 980 Ti G1 Gaming card for the long run. The 970 is great but it has limitations on the vram. Hope this helps. Sorry for the long delay. At work. Did not see your specs when I first looked at the topic. Sorry. I always try to plan a head.
