You  don't need a i7 to play games like call of duty, heck most games don't need the features like hyper threading that the i7 offers. The i7 is usually good fro video editing tasks. And what do you want water cooled.

Unless if he wants a solid build for the future, and also for more CPU intensive games, Or if he does other stuff with it, He'll be fine with the power.

Call of duty isn't CPU intensive though, not even close. OP needs to be more clear as well, no one spends 2000-2500 on a COD machine.

So how much would would i need to spend on a machine to play call-of duty with high FPS and other shooter games?

this build would work just fine. And the case ive listed here could EASILY accomodate a custom loop. Or upgrade to a Fractal Design Define S for the ULTIMATE watercooling ATX tower (under 100 USD).

EDIT:

i went with a Sapphire Nitro 390X + Kraken X61 + 750w PSU so OP could OC the crap outta both the GPU and CPU without overburdening the PSU. Naturally i went for a XFX (seasonic) PSU since it was one of the cheapest ones.

A 1200 dollar build will handle most FPS games around 1080p-1440p.
