So the specs of my pc are:

CPU: Intel Pentium G3258 anniversary edition, overclocked at 4.4 GHz

GPU: AMD Radeon 5970 Sapphire

MOBO: Z97 Anniversary

PSU: Cooler Master GM G650M

I am not getting the results that I want with games like the Witcher 3.

My theory is that the Graphics card is outdated, but a friend of mine says that the GPU is amazing and that I just need a quad core CPU.

I don't know which one I should upgrade.

Should I upgrade the GPU? The CPU? Or both?

Both GPU and CPU should be upgraded, however if youre on a budget, i would say in your case the CPU is the one that needs upgrading.

Definitely the GPU.

The GPU is fine look at the comparison between a common GPU (R9 280) http://gpuboss.com/gpus/Radeon-R9-280-vs-Radeon-HD-5970

You don't make yourself a favor linking GPU/CPUBoss on this Forum... Its an insanely biased website, don't use it.

For brand against brand.

I thought it was fine comparing 2 of the same brand.

Also it is some help that is useful which "no" is really not

I would personally upgrade the GPU and try overclock the cpu a bit more, as the cpu won't really bottleneck a mid range gpu
