BF4 terrible frames

So,  I recently got a new mobo and cpu.  So,  the past few games I have been playing just fine with 70fps and then suddenly I drop down to 3 fps.  I have msi after burner running and my gpu is going from 97* usage down to 34* usage for like 7-10 seconds.  My temperatures are below 60* on my GPU

in NCP, is "Power management mode" set to "Prefer Maximum Performance"?

 

Uninstall and reinstall the drivers, too.

sounds like either a driver problem or a vram problem. could be a number of things though. did you check the vram usage in afterburner?

It's always freaking drivers! I would reinstall sound and graphics drivers, I also had this issue once.

Ok,  I fixed it but I am getting getting around 90fps but it still feels laggy.  So, then I try to add some motion blur but when the motion blur is set to 0 or 100 it doesn't make a difference.
