So I was offered some old parts, and I wanted them. So, I got stuff all installed, and it doesn't post. At all. I'm not really sure what is causing it, but everything is plugged in properly, so... Yeah. I have tested all the RAM in the house in various slots, but all to no avail. I have a Sempron 3500+ validated working, but I don't have any extra thermal paste so I would REALLY like to stay away from doing that if at all possible.

Have you tried booting with one stick of RAM? Could also be a plain dead processor, it happened to me once. I cleaned the CPU off with a rag dipped in isopropyl alcohol and it just died. How is the CPU fan plugged in, 3 prongs on the dedicated CPU-fan slot right?

 

EDIT: Did you plug in the 4(or 8) pin CPU power from the PSU? Can you check the CPU fan bearings for what's causing that sound? The plastic fan should be able to pop off of the heatsink without taking it off the CPU if you're careful

Okay... The top PCIe slot is apparently not working... So now shit looks fugly.

Do not worry about the CPU fan going nuts, that is the normal behaviour every AMD system i built have had with the stock heatsink

About the processor, use a multimeter and check the cpu pin voltages, reseat the connector, use a motherboard speaker/LED to check for motherboard codes, try the cpu on another machine or another cpu on the motherboard, the TIM is not completely necessary in the short term like 1 or 2 days for example, i mean you only want to make it boot, check your video cables for bent or bad pins, these are just some ideas, could be anything.

 New problem: Everything POSTs, but I can't install Windows 7. It seems like it likes to BSOD with code BUGCODE_USB_DRIVER. Any thoughts, @Juan Remes, @Davsmith4, @Gix7Fifty, and  @itachipirate?

Im just guessing, but are you installing from a USB stick? If so, could you get the installation image on another stick, it could be faulty because that BSOD code refers to a USB problem, if thats not the problem, maybe you want to double check the USB compatibilities on your MB settings, make sure legacy and/or USB 1.1/2.0 compatibilities are enabled, use another usb port, unplug the usb cables that come from the case, use only on board USB slots, if none of that helps, maybe you could use a DVD to install windows(?)

Try a USB on the motherboard instead of through the FP connectors maybe?

I'm actually using DVDs to try and install Windows.

I can't even use the front panel connectors since the mobo isn't close to new enough for USB 3.0.

Ok, then you should try with a usb stick, ill tell you a little thing that happened to me once, i had a laptop from a customer that wanted everything freshly re installed even the OS, but for some strange reason, none of the ISO´s could be installed on his laptop it was a super slimline laptop (without DVD drive) so i was using a usb stick, what i did is installing the OS on another laptop, the only thing those laptops had in common was the procesor brand, intel, not even the same model, and the chipset was completely different too. The OS installed correctly on the other machine, when i booted the HDD on the slim laptop it booted up with a BSOD first, then at the restart it loaded and updated all the drivers for the new computer, that saved me not once but twice with a desktop PC too.
