450eu over budget build

Hello,
I have to decide, should I push for good quality PSU and decrease performance, or keep "meh, should be fine" tier PSU and keep better CPU.
1. i3 4170 and r7 260x
2. 860k     and r7 260x

With first build I can afford PSU up to 40eu
With second buld I can afford PSU up to 80eu.

PSUs can be from this site only, assortment is smaller and prices may be different than your usual shop.
