So 1 key = 1 mobo?

1 OEM key = 1 mobo

1 retail key = carry it over as much as you like, just don't use it on more than 1 machine at the same time.

So for OEM Windows, I can only use the key once? Or can I use it multiple times?

Ex: Current build with key xxxxyxxxx

Builds a new one. Doesn't use old build anymore

Can I use it again? New everything

You can use it as many times with one motherboard I think.

But I'm replacing everything

Done that with my windows 7 key from my old dell for a while with re-formats and a new build, shouldn't be a problem.

Yep I changed it out for a completely new system from the dell and the Windows key still works.

Not sure if there are keys that can be specifically locked to a specific motherboard however.

Technically it's possible, but you may have to call the activation hotline. 

 

From a legal point of view however it's not allowed.  The EULA (which you agreed to when using that license for the first time) specifically prohibits it.
