So my build is a black and blue themed build, and I was wondering if it would be possible to mod the MSI R9 390 and use stove paint to paint all the red parts blue. Would I be able to do that? Just take off the covering and paint it?

Use plastidip on the red... If you ever need to rma it you can always remove it from the shroud and send it in.

Yea its possible....You would have to undo some screws that un-mount the plastic shroud to the heatsink and in theory it should just pop off. 

And then paint

Yes you can as others have said those parts are all just screwed into place and removable for paint, it doesn't need to be stove paint any regular spray paint or plasti-dip will work no problems with that heat near it.
