Okay so I am planning to get a i5 4690k and hopefully get a stable overclock to 4.0ghz, originally I wanted to get a 212 evo but it looks so bulky and everything, while a liquid cooler looks much nicer. I found the Deepcool Maelstrom 120k is it good for what I need? Currency: CAD, budget 60$ and under.

For $60 Canadian, you're not going to get any more performance than the 212 EVO. Unless you approach $100ish USD, then you can get into H100i, Kraken, Nepton, H110 range.

Okay so if I push my budget up to 100$ what are the best bang for the buck liquid coolers?

IMO, the corsair H105 since it gives up features for more raw performance. The Enermax liqtech 240 is extremely high quality and performs better than regular 240mm rads.The Kraken X41 is competitive with 240mm rads since it's thicker and it's a single 140mm rad. A way of getting better prices is getting older models that have proven to be good quality, like the Thermaltake Water 2.0 Extreme which is a double thick rad. The silverstone TD02-E is very new, so there is a bit of risk, but is very nicely priced  and also has great build quality.

Buy from highly recognized brands. When it comes to AIOs the only way to somewhat measure reliability is costumer reviews. I didn't mentioned cooler master cause right now they don't have much of a within budget worthy to mention product, if you see a nepton/seidon 240mm rad at a good price tho, good option as well
