Edit: Rate the system itself ( as my first build ) dont compare with anything. This is my first build and i am going going to it buy in a mount :) Also rate my parts i picked for the work i will do with it.

no need for a maximus motherboard, its a waste of money. go with something like a asus z97-a.

2x4 gb memry would be better or 2x8 if you have to have 16 gb.

You need to compare it with something, lets say its the only computer in the world it would get a 10/10, the only way to rate it is to compare it to what else is availible, its a good system, but if you dont want me to compare it to anything, its impossible to rate it :P

If I were you I'd be asking for recommendations or if you're set to buy it instead of a number.

This numbers giving me the orientation if i need to change something on this build and how successful i pick up my parts. ( For a first build ) 

For example: Some people write 8 or 9 because they dont like my motherboard choose. Then i think on it and trying to get the best out of it

If you just ask for recommendations on improving the build you'd get a lot more straight forward answers :P

 

Filling in this:

 

1. Budget & Location
You may have listed a heap of parts that all add up to your preferred budget but it is easier if you just list the total amount you'd like to spend and the currency as well as if you'd consider going above that budget for more performance. We need the location as well because $US are different to $AUD and $CAD ect.
 
2. Aim
What is the system going to be used for? Web browsing, 3D work? Different systems need different levels of performance - a computer based for web browsing and office use won't handle heavy graphic design and video editing and a proper video editing system isn't good for gaming. If your aim is for gaming, please list what sort of gaming. In the same way that different usage types need different systems, you'll need a lot more power to run Far Cry 3 or Crysis 2 than you would Minecraft.
 
3. Monitors
How many monitors do you plan on running? Do you plan on moving to more monitors in the future? What resolution are they at too?
 
4. Peripherals
Do you also need to purchase peripherals such as keyboards and mice as well as monitors ect. Also please tell us if you'll need an OS such as Windows.
 
5. Why are you upgrading?
We ask this because you may see upgrading as the only path to solve an issue but things such as driver updates, reconfiguration or cleaning can boost performance without spending a cent.

For stated purpose: 7 or 8. Depending on memory kit used.

For appearance: ??? not enough information.

For value at given performance level: 6. In other words, the system is decent and will provide the performance you are looking for. However, similar performance could be had at a lower cost.

80+ ratings certify electrical efficiency. Not quality.

Here's what I changed:
-changed Z97 to X99, better for multitasking, streaming, and video editing/rendering (matching x99 motherboard and ram)
-850 pro to 850 evo, will not notice a difference, the 850 pro has a theoretical longer lifespan, but it is doubtful you will ever use even the 850 evo to its full lifespan
-the 750w G2 wasn't listed on Pcpartpicker, so I put the 650w as a place holder, I think 750w is a nice choice for this build
 
the case is a subjective matter, pick whatever looks good to you that has decent cable management. the h440 is a great choice, although so popular to the extent that I feel it's over used
The EVGA G2 line is a great series, good choice
the X61 is a great CPU cooler, it will match the case nicely
the WD Blue is highly positively reviewed and very cost efficient
the g1 gaming 980 ti is very well performing and will match the build nicely, many other 3rd party coolers and even custom PCBs should be coming out soon though, something to maybe wait for
