So I've got an old Sapphire Radeon HD 6970 2gb gddr5 blower style card I purchased some time back, rouhgly when the 6990 was brand new. Lately it's been showing some age and Idle Temps began to creep up to 67 C with Gaming temps (Slightly under-clocked from 880mhz to 750mhz if 85 C and a bit higher in some areas) Now I was considering Refreshing the Thermal paste on the GPU but i also know the thermal pads have a habit of ripping apart or looking like they've melted. My question was, what would be a good choice to buy for replacing thermal pads and GPU heat sink paste? or would Arctic Silver 5 still work on a GPU?

Arctic Silver 5 is non conductive so it'll be fine, as for thermal pads, you might want to have a look and see the thickness of the existing ones, very important to get the right ones but you can usually order the strips from a variety of vendors (I'd get them from OCUK in the UK).

AS5 will work for the core, you need to buy new thermal pads to replace the old ones
