The first one is "Technically" better, but you won't notice a difference and on either you would still need a Bios update.

With the second build you do not need additional wireless adapter, it comes boundled with the ASUS Z87-Pro motherboard

could try to put that money to upgrade to R9 290

Go for an i5-4440 instead, it's $5 cheaper, will perform the same, and definitely will not need a bios update (even though a 4460 probably wouldn't need a bios update either).

 

A bios update is updating the firmware on the motherboard that allows it to function properly -- and requires a chip that works on the current bios to update it to a new bios. The 81/85/87 chipset is compatible with Haswell CPUs, but require a bios update (which should be preinstalled at the factory) to work with Haswell Refresh CPUs. The i5-4460 is a Haswell Refresh chip while the i5-4440 is a Haswell (non-refresh) chip thus the 4460 could potentially (albeit highly unlikely) need a bios update whereas a 4440 would not.
