Can I Overclock Like This ?

Hi, I just built my custom gaming/video editing pc and I have a question on how to preform a certain type of overclock.(which i saw in one of Linus tech videos but can't seem to find anymore)

 

RIG:

Motherboard: MSI x99s Gaming 7

CPU: Intel Core i7 5930k 3.5ghz

GPU: MSI Geforce 980 Twin Frozr

 

So my question is how can I make the CPU run at stock speed (3.5ghz)when i'm watching videos and stuff and have it run at overclock (4.0ghz) when i'm running games/ editing?

You turn the power saving features back on.

Check your movie manual for em.

In BIOS make sure the EIST and all C-states are enabled and in Windows go to Control panel and to Power Options and make sure you have Performance set to Balanced.

When I booted up my computer my core processors capped at 1.5 ghz

Thats normal when it is on idle. The moment you put load on the CPU the core clock will skyrocket to your max OC.

I used this to get my  FX-6300 up to 4.0GHz before i upgraded CPUs, it's all through Bios
