1) it would not make any noticeable difference in boot up speed

2) you should never buy an SSD just to have faster boot up speed, thats not the point

3) there are more benefits to the 850 evo than just speed

I would just stick with the OCZ Arc 100!! 

It may not be as well known a brand as Samsung, 

 

But I was planning to buy that exact same drive (Or the vector 180s) instead of my 850 evo's at one point, the only reason I didn't was because I changed my case, thus changing my build colours from white/blue to black/red 

 

But OCZ are a good company for SSDs I would stick with it, you wont find much benefit upgrading to the 850 Evos, espc not for $50

Boot time? most likely not, however here are some benchmark results which would most likely not affect you at all unless you do a lot of heavy R/W processing:
