I'm looking to get a graphics card, what are good specs that will handle most games at a decent resolution and relatively cheap? 

What resolution? That plays a huge part...

Please provide more information.

By decent resolution do you mean 2560x1440?

By most games do you mean LoL, Dota and CS:GO or do you mean GTA 5, The Witcher 3 and other AAA titles?

If your budget is 800, buy a used card. that said how much of the 800 is for a card?  in reality you wont be gaming at 1440 for 800, unless you got 250 reserved for this card

Good build no doubt, but dont forget software is in that amount( and yes i know windows keys can be picked up cheap, i just dont trust em) , and im guessing he already has parts purchased, as he came asking for just a card not a whole build
