Hdd files?

So I got a Samsung 850 Evo 250gb.

I re-installed Windows 8.1 on my ssd, so I have none of my files or programs on my os.

Is there anyway i can maybe Install the files on my hdd? My hdd is plugged in but nothing shows up, which I knew it was going to happen so it isn't a big deal, But can I maybe re-install steam so I won't have to re-download my games?

Also, if I can't do that I'm just going to completely start over, so what is the easiest way to wipe my hdd? Re formatting? Any other way??

You can copy the files of your games from your hdd to your ssd, you will probably need to install steam so it installs correctly, then just copy your game's files.
