Im planing on building my 1st gaming rig , but i have no idea how to do it , i want a pc capable of runing games like bf4 at 4k, but the cheapest posible by saving money on the litle stuff (for example: a GTX 980ti instead of a titan etc..)

You need to do a bunch of research using google and youtube.  Then come back with more specific questions.

If you are planning on running triple A games at 4k a 980TI should be fine as long as you are okay with not running at ultra graphics presets on every game. Your biggest concern should be researching what CPU won't bottleneck a card like that. Normally for a non-4k build researching a GPU is important but in this case your looking at maybe a handful of single card solutions that can run 4k, (unless you consider an sli/crossfire solution which I wouldn't recommend.)

So i took all of your relys into consider and here more details- budget under 1650$(can be bended a bit like until 1700$)

                                                                                                  enought memory to have the usual games (cs:go , gta v, BF4 ,Farcry)

                                                                                                  need heavy advice about the cpu (would a i5 4690k work?)

For gaming and all other programs that do not utilized multiple cores well, yes.  The hyper threading of the i7 will only excel when a program can use more than the four threads available to the i5... rendering, multiple virtual machines, editing video/audio in certain programs, etc...

 

I stuck the i7 there as a overkill example.  You cut where it makes most sense.

Rest? Just cheap out on every part except the PSU.

Cooler Master V650S is a good PSU!
