New YouTube UI?

I went in incognito mode today and the YouTube UI looks completely different. When I went back into my normal chrome, it showed the normal UI. I have a VPN on too but that's probably not it. Couple more things in full-screen too. This is another way to do it, scroll down and click Get the Player,

Yeah I've had this for a while on my desktop, but not Laptop. Is this a flash versus html 5 player, or what?

html5 i think it may support flash but i didn't test so idk

You can edit the url to get that effect to. I only use it when a video is age restricted like a video game trailer.
