Ok so after talking with my brother I've narrowed it down to  this:

CPU: Intel Core i3 4130 3,4GHz Socket

Motherboard: Gigabyte GA-B85M-D3H

RAM: Kingston HyperX Fury Black DDR3 PC12800/1600MHz CL10 4GB

GPU: MSI Radeon R9 285 Gaming OC HDMI DP 2xDVI 2GB

Case: Cooler Master Elite 342

HDD: Kingston SSDNow V300 SV300S37A 120GB

PSU: Corsair CX500M 500W

OS: Win 8.1

This is a bit of a downgrade but I think it will suit him well as a gaming PC.

Also just want to say thank you for the help, I appreciate it!

I would drop the SSD as 120GB won't be enough for a gaming PC.  I have a 240GB, it is not bad but I have to manage how much I install to it.  120 would fill up too fast.

The R9 280 should be cheaper than the 285.  I recommend going back to a real quad core if you can save on the SSD/HDD and R9 285.

This is what i come up with, unfortunalety without OS (if u can find os from a friend or copy from some torrent site and activate it with program) u also can choose cheapest gpu from listed above and get better case or Hdd

Wow thanks!

But that build is 1000 over budget and if you add the OS that makes it almost 2000 over budget :/

How big is the differance between the i5 and i3 in terms of gaming performance? Is there a very large  performance downgrading to the i3?

If I downgrade to the R7 270/370 I can make it work in the budget, what do you think?

Thank you very much for the help, I'll try convincing my brother on upgrading to an i5...

Th i3 is a good choice.  In most games there will not be any difference between the i5 and i3.  ...but... some games (a few) do want more than one core.  The i3 will not have the same performance as the i5 when a game wants to use more than a single core.

The R7 370 is as low as you want to go.  It is better than a GTX 750Ti, but not quite as powerful as a R9 270 (overclocked).

Here first video that i found so you can see difference beween i3 and i5

if u notice i3 is running 90+load most of the time this means if u are using more programs in background its most likely pc to freez also means the cpu will generate a lot of heat which can reduce cpu lifetime

Ok I see.

Well if that is the case I have pretty much made up my mind. Unless I can convince my brother to get the R9 285 I'll probably go with the R9 270.

Thank you this is very helpful.

The performance hit is not that big downgrading to the i3, and it fits the budget much better so I'm 95% sure that I will go with the i3.
