Some times, but usually only if they are being investigated by some federal agency. Most are NOT that stupid

It's just easier to prevent them from doing it than actually catching them. Plus, they could be located in a different country. What then? Even if they are in your country, how do you go about pressing charges? 

A good log will tell you what you need to know if they didn't use a vpn 

.

it depends how many "hosts" he has

 

If you're getting 100,000 different ip's, then no, but if you're getting 2, then probably.

 

EDIT: Do you own a game/web server, or is he ddosing your home ip? If it's just your house, contact your ip, they might be able to do something about it [never tried though]

Is there a way to like find out who did it to you? Like lets say they are stupid and aren't proxied or have a vpn, can you find out who they are and who actually ddosed you? is there a way to do it?

Your router has to log this.

Report any ddos logs to your isp.
