yes but, clear packing tape is best. also send cookies. Repair techs like cookies.

Why not just get a roll of clear packing tape or duct tape.

 

For the item just be sure to wrap it on bubble wrap and anti-static bag ideally.

because I live in california, and the item is going to the east to new york. and usps suggests not to use cellophane tape, clear tape.

I wouldn't trust it, use packing tape if you can.

If it's the box and not the item itself I don't see why it would be a problem as long as it doesn't cover important UPC labels/bar codes.
