You don't need 16gbs of ram and if you need to add another 8gbs later on you can for quad-channel. Also with that $300 left overyour friend can save up a little bit more money and get a GTX 970 which is the most you'd need for 1080p.

Do you guys thing his power supply is fine, as far as reliability goes?

Well, since we left such a huge margin for price you can get a better one. Here http://pcpartpicker.com/part/evga-power-supply-220gs0850v1 It's a EVGA one but the internals of the PSU are seasonic

No, get an EVGA one.

Erm... Not every EVGA PSU Is good. Every single EVGA PSU are refreshes which means they actually didn't make I but instead uses someone else's PSU and puts their logo on it. Here's one example the EVGA GS Series is actually made by SeaSonic which is one of the most known/reliable PSU makers. SeaSonic makes all their PSUs so you know they are reliable. One of the best known PSU makers is SuperFlower. They are the most reliable, but can cost quite a bit more. One EVGA PSU made by SuperFlower is the G2 series. Here's an example of a bad EVGA PSU. The EVGA G1 series made by FSP which aren't as reliable. If you've got the budget go for SuperFlower but SeaSonic is a very good brand and can tend to be a bit cheaper
