So I overclocked my CPU (i5 4690k) to 4.0 MHz and I noticed my Hyper 212 EVO was a bit loud and my temperatures were idling at 40 degrees. So I decided to put it to stock and the temperature remains around 33 degrees. I noticed when booting to my BIOS, the CPU Voltage reads as 1.7v and says that it's temperature is 47 degrees.

Is this normal? Will I have to open up my PC and reapply thermal paste or something?

40*C is normal but 1.7v is not

If its had 1.7v for more than about ten mins then its probbably just been through 75%  of its expected life time! Oppps
