Is there such thing as a PCI bracket where you can mount 2 fans? sort of like this:

Doubtful.  I only recommend these PCI fan brackets for the G10 mod when there is no airflow over the VRMs.  I think the distance, and the blockage of the stock cooler is too much to overcome, plus these things aren't exactl quiet themselves.

Well i was thinking mounting some after market fans, Like Noctuas, as "replacement" fans for the GPU fans.

Well i was thinking mounting some after market fans, Like Noctuas, as "replacement" fans for the GPU fans.

Its still not going to be enough to overcome the blockage that is the stock cooler.  The stock cooler is designed very well, even though it is loud.  The fans are blowing directly over the heatsink, which cools the core, and behind the heatsink is the VRM circuitry, which also gets pretty direct airflow from these fans.  Spending ~$30-40 on this is not a good use of money in my opinion.
