Looking for a free alternative to GitHub/Bitbucket

You can set up a SCM such as git on a server if you have one.

Gitlab definitely then. But you still need a server to host it on, so unless you have one you still have to pay, not to mention maintain security and stability, update everything yourself. So unless you have a serious reason not to pay github for their wonderful service, you can go with that.

Note that this solution is mainly used by companies who don't make their code in any way externally available, don't rely on a service to handle it, they use it over the local network along with any other services they host privately and external access is simply a VPN solution.
