Help with build please? 

I am planning to build my first PC for gaming and light video editing, but mostly gaming.

.

1. Budget & Location
$500-$650, in the U S of A
2. Aim
Mostly gaming. Games: Elder Scrolls Online, GTA V, Indie games, MOBA's : LoL, Dota 2, and CS:GO
Occasionally will video edit.
3. Monitors
1, not sure of resolution, might be around 1024x768, its just some low end LCD monitor from 2005.
4. Peripherals
Needs Windows, might not need monitor. Keyboard + Mouse covered
5. Why are you upgrading?

I'd rather pick there a r9 270x or r9 280 with an i5 4460

Graphics > CPU to a degree, also the i3 has Hyperthreading which helps it A LOT, making it a semi quadcore.

It will also not be bottlenecked at all.

Here is a pretty small computer, Might be a little expensive, If you drop down to a 1tb harddrive and go down to a R9 270(Dont get the 270x, It is the same but overclocked from factory)
You should rech down to the sub 600.

Why not just get an apu if you are not doing anything above 720p. I hate to be this guy but why not save another 200 dollars and do a proper 1080p build?

Actually I'm not going for the best graphics, but I would like to be able to run the new games at least medium would be nice. I can even live with minimum graphics if need be. Can an APU handle Witcher 3? Though I like the 1150, as I may in the future go for a better CPU in the Haswell architecture.
