Well, it appears your Java install has a memory leak or has a virus.

how can i fix this?

Is Minecraft perhaps opened.. Twice?

My PC used to call Minecraft javaw.exe too.

And Minecraft does indeed eat a lot of RAM

I dont have minecraft downloaded on this laptop, im having two RuneScape tabs opened tho.

That might be it.

Not sure if Runescape is a Java thing, but if it is that is probably it.

I would suggest closing at least one to see if it changes anything

But the problem is still Java it seems, are you sure it is not still running in the background?

You are probably not looking for this suggestion, but have you tried turning your PC off and on?

2-3GB used by a Java program is quite normal to be honest.

i dont think thats weird at all but when i have 16 GB and it only uses 2-3GB and everything else is lagging like hell.

i just need help with how to actually use the remaining 14-13GB of ram. (Im sorry for the bad explanation and that i might miss a point because i am really bad at this kind of stuff)

Do you have Java 64 bit installed or 32 bit?

And it might have something to do with a pagefile.. I heard some stuff about that, but I truly have no idea what that is

This TechQuickie video (by Linus) talks about Memory Leaks, might be interesting.
