If you are doing heat shrinkless style only shrink half of it to compress the sleeve and melt it to the connector before taking a pair of side cutters and cutting it off. For sleeved heat shrink you just leave it in place and line everything up evenly.

3/16" would probably be more approriate for power supply wiring.  You can get the stuff cheaper at McMaster.  Never buy general purpose stuff like heatshrink tubing from PC-part stores cause they mark it up hardcore.
