Intake or outtake fan

To be perfectly honest, dude. The best thing is to buy a while new case with space for more fans. You don't need anything fancy.

This offers enough space for your components, has even some light cable managment options and space for up to 3 Fans. Simply buy some cheap fans like from Cooler Master or NZXT and you have no problems with heat at all :) 

Should I make the fan at the back of the pc an intake or an out take fan? I am also experiencing dust build up would changing this help?

BTW the ribbon cable is because my mother board only has 2 SATA ports and Have 2 hard drives but also needed to attach a cd drive.

There is only one fan though and the gt8800  kicks out alot of heat.
