Browser for 60fps

I'm running a piece of shit acer laptop and chrome 60fps youtube videos run at like 15fps or higher, i have hardware acceleration on.. it has an i3 u380 @ 1.33ghz and 4gb ram..

What is a browser that can actually run 60fps? I know my hardware is a big limiter here but it can at least handle 30... 60fps in 2d games etc. Anyways i've tried firefox and internet explorer, firefox is the same deal but a bit more stable, and i need 8.1 to have 60fps in ie.. I dont know what to do.
