I finally bought Windows so I wanna reinstall it, but how do I say to Steam like "HEY MAN, my games are right there! DON'T DOWNLOAD EM AGAIN!"?

Install them to the same place and Steam will detect it.

Make a partition on the SSD/HDD and put your Steam games there.

Steam < Settings < Downloads < Steam Library Folders < Add Library Folder

 

 

Then reboot Steam if they don't immediately show up.

You add the file location and steam will auto detect any games.

click steam>settings>downloads>steam library folders

Add existing directory>profit

Yeah that's what I do, but I mostly do it for Skyrim mods.
