I've been working on a build for my friend this is what I've came up with. This budget is around $1000. What can be improved?

The PSU.

Those cheap EVGA PSUs aren't really trustworthy. Buy a XFX.

Also, it's better if you go for 2x4GB, instead of a single 8GB dimm, unless he's meaning to upgrade later. And the motherboard isn't really that good for overclocking that cpu.

Don't buy the 280x. Save up a tad bit more and buy a gtx 970

Or wait for the R9 300 series.

You should get 2 sticks of 4GB each.

Does he need the CD drive? If he doesn't you could drop it and get a 290 instead, but this one is only a bit more anyway:

No, it won't INCREASE it, but that board was released just after the Pentium "anniversary edition" with the intent to be a cheap overclocking board for it. 

The quality will be spotty, and its not really built for an i5 or i7.

The PSU. EVGA is fine just make sure in the Psrt model it says something like G2, B2 or GS. Those are off the top of my head.
