What system stuff is being used? And could you post pics of the task manager showing the usage, and remember, GTAV likes to use alot of CPU related rendering, which can take a hit depending on what part of the game you are at.

CPU: Pentium G3258 @ 3.2GHz || GPU:(first release,used) MSI R9 270 OC || Motherboard:MSI Z97-G45 Gaming Motherboard || RAM: 8 GB G.Skill Sniper 1600 || Monitors: Vizio 22 in Ultra slim 1080p TV || Storage: Seagate barracuda 160 GB 7200RPM,(REFURB) 1TB toshiba 7200RPM || PSU: (stripped from 2013 CAD PC)Corsair CX600 build was under $420

Do it like a pro and use System Restore :D.

If that doesnt work,  look at the temps and clock while playing and maybe check the performance with a benchmark.

Might be the CPU is clocking down for some reason.

CPU is running at 4.2 Ghz at 72 degrees Celcius with no thermal throttling

See about killing all unneeded tasks in the list of stuff. I barely have things running during gameplay. This gives me the most performance, and allows me to troubleshoot easier.

do Steam and System only use 50% when you play GTA? is everything normal when the game is not running?

Steam uses 25% CPU all the time(even on idle). And system only uses 25% when GTA V is running.

I'm going to try that know. Will post back with results.

I unplugged the ethernet cable and the lag was gone but the CPU was still as 100%. Will do further testing.
