My friend is planning on getting an XBOX One and I am trying to persuade him into building a PC. What is a good build to beat an xbox one with around the same price range?

You can't if you're buying new. An Xbox One costs $350, and you're not building a PC that can beat it for the same price. Peripherals and OS would be required since the Xbox One comes with both and no, you can't use Linux. It's not a viable gaming OS yet.

 

I'll see if I can put something together near it though.

 

First PC. It's pretty much the bare minimum. And it shows. The board is not recommended, the peripherals are garbage and the GPU is getting on in age.

Alternatively, you could go with an R9 280 to cut about $30 off the price, but I like the GTX 960's low power consumption and good overclocking capability.

There's no PC with a price/performance to beat an Xbox One. The closest you can get is a junkyard build, but the Xbox One has the safety of a warranty and being brand new, as well as good peripherals.

 

My suggestion is to attempt to show him what's good about PC gaming, and the advantages. I don't recommend building a PC for the same price as an Xbox One, though.

They get really cheap. The Sam's Club I work at sells the Master Chief Collection Bundle for $300, it's a steal basically considering I paid $400 for just the console.

What about if the price is around 500-700$, I think I can persuade him that it's 'super' future proof or something or it will last longer or upgradability. I just can't stand consoles.
