What are you talking about a specifc component? If so it's the GPU you really don't need anything that amazing in terms of gpu horsepower to run it, I have a 660ti and it runs at like max settings at 1080p 200FPS with lows of 150FPS so.... Probably just better to ask what you budget is and what other games you want to play too. And what are you current specs?

60hz, I run csgo on my craptop at 11 FPS lowest setting

 

really? I ran it on a ULV Celeron with  no gpu and only 4gb of ram the other day at 30fps

you can't really replace the gpu or CPU in a laptop so I'd need a desktop which I'm going to get but I need a build

If your budget is 350BP, you might want to consider getting used components and shoot for an i5 and a 2-3GB GPU (Like a R9 270, R9 280, GTX 770, GTX 960).

 

If you're buying everything new, your best bet is something like an i3 and a 750ti.  But I always recommend getting an i5 while you can, it'll last you a long time and getting a GPU for upgrade is a lot easier than CPU.

I noticed that CS:GO has a fps max of 300fps.

Game isn't like Tomb Raider that depends on GPU, it's more important to have a better single threaded CPU. 

Even tho if you get a PK and OC it, a i3 will most likely beat it. 

Not all PKs can reach 4.5GHZ+

CS:GO uses the Source engine, which is completely CPU dependent.

Its CPU dependant but still requires a decent GPU, getting an i3 pretty much means getting no GPU/super weak GPU since its a good deal more expensive, 

 

Also means if OP fancies any other games in the future the PC is capable of running CS:GO at like 100fps and most other games too

Plus an i5 can be fitted in the future if needed, the pentium even at stock will run CS:GO perfectly

 

THAT SAID

 

If OP can spend £38 more on their budget they can get a nice i3

Ehh i3 will struggle in GTA 5 but not much. With that budget, i doubt he can get a decent gaming system for GPU with a good cpu and good gpu that will run GTA 5 fine.
