System wide smooth scroll?

Hey guys,

I recently got my razer blade, and when browsing the interballs the smooth scroll extension on chrome has made it so much more fluid and mac like, that I was just wondering if there was a program to enable this system wide.

An example would be in the windows explorer, as what happens now is when I use the 2 finger scroll, it goes down one line at a time, unlike what I want it to be which is the smooth scroll that occurs when you manually drag the scroll bar on the right...

I've checked the trackpad software that enables the 2 finger scrolling, however it does not have any options for the smooth scroll I'm looking for.

It's not like that by default? I'm pretty sure it is on my Y40.

I thought it only happened when the file layout was set to details, but even in the pictures folder, where it is set to large icons still show the same jerky line by line scroling
