CPU performance within the same generation/architecture?

For example, an i5 4460 and 4690 (NON K) are in the same generation and same architecture (Haswell refresh - 22nm) so if you underclock both CPUs to exactly 3.0GHZ (turbo turned off etc.), would they perform the exact same?

 

If they do, does ONE core running at 3.4GHZ on an i5 4690 would be the same as ONE core running at 3.4GHZ on an i3 4160?
