looks good, though i would not buy a 290 as it is not a very good option right now. A 970 would be a better choice.

It's fine. I would go with a mobo with more power phases though.

Intel i7 7700K | MSI Z270 Gaming M3 | MSI GTX 1070 Gaming X| Corsair Vengeance LPX 2x8GB DDR4 3000Mhz Samsung EVO 850 250GB | WD Blue 1TB | Corsair CS650M | Thermalright Macho Rev. A | NZXT S340

CM Storm Quickfire TK [MX Blues] | Zowie FK1 |  Kingston HyperX Cloud

What are power phases

The more phases you have the more stable your voltages will be. It'll also decrease the noise levels in the voltage itself.

It's generally not needed for a lesser chip, but for a 4690k it's quite needed for a more serious overclock.

Im not sure if I should get a cheaper i5 instead

Go with a 4460 if you want, then. It'll be virtually the same in games.

Ok should I change the motherboard or not

If you're getting the 4460 you can always stick with that same mobo. It would be useful even if you don't overclock since H chipsets don't really fully support crossfire (and don't support SLI at all).

Can you explain crossfire and SLI

Crossfire is essentially running two or more AMD cards in your system. SLI is the same thing, but for Nvidia.

So would I be better to get 2 like $200 cards or a $400 card

You'd be better off getting a single more powerful card. SLI and Crossfire have their share of scaling issues and not all games support it.
