Fps Freez ?!?!

first off, any game I play never goes over 20fps ... it is stuck there ??

 

I updated GPU drivers to newest, even tried beta after useing normal one, updated bios and updated windows 8.1 after I reinstalled it ...

 

I don't know what is going on :(

 

 

 

 

my specs:

 

(cpu) i5 3470 (turbo is active, now running on 3.6Ghz) 

 

(GPU) HD 7950 GDDR 3Gb (PowerColor PCS+)

 

(Ram) 16Gb Kingston 1600Mhz DDR3

 

(Mobo) MSI B75A-G43

 

(HDD) normal 2Tb 7200rpm Seagate 1Tb used storage

 

(PSU) Raidmax 730ss ... did try other PSU (Corsair CX750m) made no differance

 

(Display) Samsung SyncMaster B2230

 

checked temps with MSI afterburner, everything was under 55 degrees Celsius 

 

 

please help.

What games have you tried? Is vsync on? Whats your monitor?

The only thing I could think is either the video card is somhow faulty or you are somehow rendering the came with the intel graphics rather then the video card itself...

I am very confused and why would it be stuck on exactly 20fps ... this is very stupid ! :(

 

I tried other card then it works right ... but same with cpu ... it is like my components that I have doesn't want to work together (GPU and CPU)

 

Ok, wait I will test the 2 in another PC and see what happens

Ok, so I tested both CPU and GPU in the same PC (Friends PC) , after Installing Drivers Ets. We played Crysis 3 and CS GO and both stopped at 20fps ?!?! ...

 

It is like they don't want to work together ...

 

mmmm but why do they still word, but freeze on 20fps ... :( This sucks ... GPU and CPU work fine when they are used in a different combo, but not the i5 3470 and HD 7950 ...

 

What am I missing ? ...

 

What could be wrong ? ...
