Windows 7 HP 32 bit on 64 bit CPU?

Yes, it will be fine. 

 

Obviously 32-bit only uses <4GB ram, but, as a Vm, that's probably fine.

When the processor first powers up it is in 16-bit real mode, it has to switch to 32/64. So no problem whether running live or in a VM.
