get a cheap 970 motherboard, an amd fx 6300 and an amd 7770 or 7790 with a cheap 400-500 watt psu

I think you will happier if you save up a little and get better parts a little later this year instead of forcing a cheap PC now.

A little. He might actually wanna switch the CPU to FX-6300.

Yeah I don't know much about the amp processors but I thought that he would want something a bit stronger.
