Spotify used to have that feature but they took it out.

 

They keep gimping the functionality of their software and it's starting to annoy me.

Poweramp should be able to. I don't know if you can specify it on a per song basis, but the functionality is certainly there. It's just another slider in the EQ window, which is why I'm unsure about the usefulness of it.
