You would compare the HDD in the laptop and the PC directly, some expensive laptops have better HDD than cheap PC hdd. It literally depends on what HDD is in there.

 

However PC gear tends to be better dollar for dollar

Depends, normally speed wise theyre almost equal

desktops are usually 7200rpm, laptops are 5200. so marginally slower, but depends on the actual drive

Well from my own experiences, laptop HDD's are a load of crap and are almost always stuck at 100% usage, which jams the system up. 

Talking about £200-£300 laptops here, so something more expensive would probably be much better.

Besides the actual size of the drive (the form factor) it really depends on the drive's specs. Some 2.5" laptop drives perform better than most 3.5" desktop drives. Due to the smaller size of the laptop drives, they tend to be with lower maximum capacity because of the smaller number of platters. 

I would suggest to check out the actual spec sheet of the drives that you are comparing. It should give you a pretty good idea of what each of them is capable of doing.
