Ram lacking

When I built my "budget" rig that my dad now uses as a daily driver, i put in 8gb of team vulcan DDR3. Now on task manager it says only 2.4 are usable. He works in content creation so this is a real hinderance. Any help would be greatly appreciated.

AMD A8 6600k

Gigabyte 960

8gb Team Vulcan ddr3

Hyper 212 cooler

Asus mobo

2 Ssds 

1 hdd

rosewill 450w

check to see if the ram DIMMs are fully in the slot

 

also go into the BIOS and see how much GB it say there is
