So i have this issue with my laptop. The fan wont spin at all. no matter how hot it gets.

Well then it's broken, use the warranty. If you have no warranty buy a replacement fan. 

What do you need help with.

This is common when the laptop is off. You did not state that this problem exists when the laptop is on. If it does not come on when it is on and getting really hot, then it will eventually shut down on its own due to overheating. You could also follow ZetZet's suggestion:
