Ah, I lied when I said max, max besides AA, I have MSAA off and FXAA on because I take too large a performance hit with MSAA.

 

Still, the only way to compare two systems is if they are running exactly the same settings, in exactly the same area.  If there is still a difference then it is because of your CPU bottlenecking you, not because the card is bad.  If the card was bad then it wouldn't run at all.  Or the person you are comparing to, who also has a 290x, has theirs overclocked, or has a model that is factory overclocked.

Don't take that 40 for granted, I'm running on a 660, mid 40s at stock settings....

Well I am running max settings, and then some, removed the distance fog and amped up the ambient occlusion through mods, plus color correction. But I see people making out my graphics card to be some beast that should handle anything at 1080 without flinching! I feel like this might not be entirely true, but I'm not sure! 

 

They are probably running different settings, maybe lower AA, and yes, probably talking up their PCs.  It is quite common from what I've seen.
